Task Force membership represents most of the major munitions prime contractors, as well as a cross-section of subcontractors and suppliers. The Task Force was established as a non-profit association on July 1, 1993 with a small staff in Arlington, Virginia.
MIBTF Antitrust Compliance Policy: It is the policy of MIBTF to promote free and fair competition in all markets in which its members participate. For that reason, MIBTF has adopted a written antitrust compliance policy, which is intended to ensure compliance by MIBTF, its members and their employees with the federal and state antitrust laws in connection with all MIBTF meetings, activities, and functions.
The MIBTF is a 501(c)(6) non-profit corporation established to is to educate key individuals and groups within the United States Government as to the status of the U.S. munitions industry and to recommend actions, when necessary, to ensure a capable and resilient munitions industrial base.Accordingly, membership in the Task Force is limited to U.S. companies having production facilities in the United States.
• Board of Directors (BoD): The BoD is comprised of member company Presidents or senior Executives and meets once or twice each year. Provides oversight direction to the Task Force.• Executive Board of Directors (EBoD): The EBoD is comprised of four member company Presidents who are elected by the full Board. The EBoD meets monthly but not in months when a full Board meeting is scheduled. The EBoD provides strategic direction to Task Force efforts.• Government Engagement Committee (GEC): Comprised company representatives who focus on Congressional Relations, Business Operations, and International Sales. The GEC meets monthly to provide input to Task Force efforts in the National Capitol area, help develop and execute Congressional Strategy, and identify issues in the international sales process, identify remedies, and assist in issue resolution.• Task Force Staff and Consultants: The Task Force Executive Director and Administrative Assistant are the only full-time staff. We have two consultants and a corporate counsel; this will vary according to the objectives decided upon by the Board of Directors.
Task Force members may participate in each of these except the Executive Board of Directors since that is an elected position. All members receive all information obtained and compiled by the Task Force as well as participate in the formulation of its strategies and objectives.
A key point regarding our overall activities is that the Task Force, as an entity, does not advocate any issue on behalf of a company but rather on behalf of the overall base. However, we provide information that can benefit company parochial activities. Further, where the Task Force and company interests coincide, we will also advocate an issue. We are comprised of intense competitors who have created a legal forum for focusing their individual resources on common problems that threaten their existence. In the process we have become a credible voice for our industry both in DoD and the Congress.

Government Engagement Committee




The GEC comprises senior defense and munitions base professionals from our member companies. The Congressional Relations Committee, DC Executives Committee, and International Sales Committees combined to maximize cross-communication and insure information consistency. The committee keeps our members abreast of the funding trends, issues, and challenges of the industry-wide munitions industrial base (both organic and commercial) by staying in touch with Congressional members and their staffs and key decision-makers in DOD’s ammunition enterprise. We work to educate our member companies on the ever-changing international sales process and advocate for change when necessary. To do this, we regularly have guest speakers from the government, think tanks, and other organizations present at our monthly meetings. The Committee functions as a conduit for information flowing between Capitol Hill, DOD, industry associations, and our members. GEC members provide company input and local oversight to Task Force efforts.Meetings are held in the MIBTF office in Arlington, VA on the second Tuesday of each month to update members on matters of common interest, develop strategies and initiatives for base preservation and readiness, and determine go-forward actions. Members from remote locations can participate in our meetings virtually.
